農産物自由化に向けて、政府による誘導的な宅地並課税製策、借地借家法の改正などを背景に、大都市周辺の近郊農業経営者は、減反による所得補填よりも、都市的土地経営(賃貸住宅、マンション、アパート等の経営)を選択してゆく傾向がある。また減反は価格維持を目的としている一方で、小規模農業経営を断念させる誘因となっているという意味では、宅地並課税による都市農地放出効果、借地借家法改正による都市農地を都市的土地経営に転換しようと試みる効果と同様の影響を与える制度であることがわかる。また、農産物市場の国際化は段階を追って行われつつあるが、その際の具体的入札制度は「SBS方式」と呼ばれ、価格のマークアップ分を減少させ、国際価格に近づけることができる仕組み(可能性)を内包した方式となっている。現段階では輸入米のミニマムアクセス分に対してこのSBS方式がとられているが、今後の海外の農産物市場価格を国内価格に反映させる方法として有効な手段であると考えられる。また、本年度の研究以前から着目してきた「海外余剰と農地転用面積の関係」にその国際化の結果が反映されていると考えると、1991年から92年の急激な農地転用面積増が、宅地供給増、住宅関連投資増に影響を与え、さらに数年のラグをもって近年の海外経常余剰縮小に影響を与えている可能性があることがわかった。以上のファクトファインディングは成果の1部であるが、この研究をとおして、農産物自由化を背景としたマクロ経済が、日本国内の産業構造や空間的な土地利用にいかなる影響を与えてきているか、また与えることになるかに関する総合的な研究を行った。

Part 1 of the results of the above study is a comprehensive study on the impact of land use on industrial structure and space in Japan.
