本研究は日本型福祉国家の形成過程と「十五年戦争」とのかかわりに関する研究である。本研究によってつぎのことがはじめて明らかにされた。日本型福祉国家の形成・発展の長い歴史過程においては、制度の「蓄積期」と「飛躍期」がある。その最大の「飛躍期」、すなわち、相対的に短期で、かつ急激な境い目となる時期は、「十五年戦争」の時期であった。「十五年戦争」の時代における日本は、「福祉国家」という名称こそ使わなかったが、戦争体制を整備・遂行するために、事実上では、現行の日本型福祉国家の骨格を短期間に構築した。その骨格を構成する主なものは、(1)1938年に創設された厚生省、(2)同年に制定された国民健康保険制度、および(3)1941年に創設された労働者年金保険制度(1944年に厚生年金保険制度に改称)などであった。現在日本の福祉国家の中核になっている組織・制度はほとんどその時期に作り上げられたものである。「十五年戦争」を抜きにして、現在の日本における福祉国家体制の特徴と問題点を正確に理解することができない。本研究は日本において、戦争国家の必要が福祉国家を産んだことをはじめて体系的に明らかにした(詳しくは本研究の成果・鍾家新著『日本型福祉国家の形成と「十五年戦争」』ミネルヴァ書房、1998年を参照のこと)。本研究の成果の意義は少なくともつぎの二点ある。第一、日本型福祉国家の形成要因を複眼的に見ることに役立つこと、第二、戦後日本の社会保障制度と戦前のそれとの連続住を再確認することができること、である。

This study focuses on the formation of Japanese-type well-being state and the "15-year struggle". This study is aimed at exploring the relationship between the two. The formation and development of the Japanese-type well-being state are divided into two stages: the accumulation period and the leap period. The significance of the results of this study is very small. First, the formation of a Japanese-type well-being state is due to the establishment of a compound eye, and second, the establishment of a post-Japanese social protection system.
