本年度の課題はモノグラフの作成である。取り上げた学校調査は、「小月小学校外三校学校調査」(1921年)と「川崎市の教育調査」(1933年)である。後者は調査実施の結果、学校設立が実現した特異な例であり、調査が政策に直結したという点で重要である。しかし、本報告では、分量の制約から前者をとりあげる。日本初の学校調査である「小月校調査」は、当時の義務教育費削減案という国家財政問題という背景があった。小月校では、三学級二教員制を実施しており、一学級一教員制の以上の教育効果を挙げているとされていた。この三字級二教員制をめぐって、実施主体の校長、削減案反対派の教育実践家、教育費削減策を主唱する政治家は、それぞれ自己の主張に合致した面に着目していた。こうした中、東京帝国大学教育学教室の阿部重孝らが客観的にその教育効果を判定した。その調査手法はアメリカのschool surveyを忠実に模倣しており、統計学的手法を採用し、現代の科学的な教育調査に劣らない内容であった。調査結果は、教育効果(学科テスト)では優劣の判定はつかず、教育費節減では三字級二教員制の場合、高給の正資格教員2名を配置しているため、あまり節減になっていないことが判明した。これらの結果は、帝国議会の委員会で発表されたが、ここでもそれぞれが自己の主張に合致した面を強調して解釈するに留まった。そして、軍縮により財政難という問題がなくなることで教育費削減問題自体が消滅し、小月校自体も「小月校調量」も忘れ去られていった。どの立場にも与しない客観的な科学的調査も、それ自体が政策的な結果を生ずるためには、政策実行者や利害関係者が調査の「科学的客観性」に価値をおくようになることを要する。調査技法の導入・展開は、政策科学としての教育調量には必要条件である。しかし、政策科学化は、調査の価値が一般に浸透するのを待たねばならなかった。
