本研究は、「共和政期ローマにおける支配エリートと一般民衆の関係性」の解明を課題としていたが、平成9年度はまず、1984年のF・ミラーの問題提起以来、それを承ける形で展開されてきた共和政期ローマの社会=政治構造をめぐる論争の整理を行なった。その結果、従来のような「ノビレス貴族」と呼ばれる一群の支配エリートが「上から」一般民衆を操作していたとするのではなく、しかしながら他方で、民会=一般民衆の「下から」の影響力をその実態以上に過大評価するのでもなく、まさに両者の関係性から共和政期ローマの政治的特質を解明していく必要性があることが明らかとなった。このような考察を前提としながら、平成10年度は両者の出会いの場であるコンティオに焦点を定め、両者の関係性をより具体的に明らかにしようとした。その結果、民会に先行して開催されたコンティオと呼ばれる集会は、最近強調されるほどに「民主的」ではないが、共和政期ローマの支配エリートたちは、このコンティオの場で雄弁術を駆使しながら頻りに民衆を説得しようとしていたこと、そしてそこからは、とりもなおさず「政治の公開性」という特質が窺われることが明らかとなった。共和政期のローマが「ノビレス貴族」により統治されていたのは確かだとしても、彼らは従来考えられてきた以上に、一般民衆の意向に規定されていたのである。なお、当初予定していた、トリブスというレヴェルで「支配エリートと一般民衆の関係性」を考えるという点に関しては、今回十分検討することができなかったので今後の課題としていきたい。

This study aims to clarify the issue of "the relationship between the Communist Party and the general public" and to organize the debate on the social and political structure of the Communist Party since the issue was raised in 1984. As a result, a group of people dominate the "upper" and the "lower" of the general public, and the influence of the "lower" of the general public is greatly evaluated. The relationship between the "upper" and the "lower" of the general public is necessary. The premise of this investigation is that the focus of the meeting is fixed, and the relationship between the two parties is specific. The result is that the people will be urged to hold the meeting, and the people will be urged to hold the meeting, and the people will be urged to hold the meeting."Political openness" is a common trait. The government of the Republic of China has made great efforts to improve the quality of its products and services. This paper discusses the future problems of the relationship between governance and the general public.
