本研究の目的は、高等教育の量的拡大期にあり民営化の著しいアセアン諸国において政府・民間・個人の各主体がいかなる役割分担を持って高等教育の財政基盤を形成しているのかを多角的に分析し、今後の政策課題を明らかにすることである。本研究によって得られた知見は以下の通りである。1 資金の集中化アセアン諸国では人口増加率が高いため、基礎教育への予算が拡大している。したがって、高等教育段階では効果的な資金配分が重視されており、重点エリアへの資金の傾斜配分などが進行している。2 私立大学に対する支援政府の資金が少ないため私立大学の役割が大きくなっている。奨学金制度や規制緩和などで私立大学に対する支援が進んでいる。3 インターネットの充実化各国ではインターネットが急速に普及している。高等教育においてもインターネットを利用した教育や事務のコンピュータ化が進んでいる。IT分野では外国の民間企業が関わってきており、新たな形の産学連携が進みつつある。4 学生の学費負担授業科の値上げに対して学生の反発は強いが、各国は奨学金制度やローン制度を充実化することで対応している。学生の所得に応じた負担を導入する大学が増加している。5 営利目的の大学フィリピンでは、株式会社形態の大学など営利目的の大学がある。訪問したセブ大学では費用効果を重視し、多くの学生を集めている。営利目的の大学には納税の義務があるが、非営利の大学より柔軟な運営が可能である。6 今後の政策課題アセアン諸国では、財政難における高等教育の充実化を、民間や個人の役割を大きくすることで対応しようとしている。しかし、これを成功させるためには各国政府によって適切な制度や組織を整備する必要がある。特にIT分野では民間の役割が期待できるため政府のコーディネーションが期待される。
