1.平成11年度に引き続き、第二次世界大戦以降の合衆国国有地管理法制度に関する立法資料の収集を行った。とくに1976年制定の連邦土地政策管理法および国有地管理法に関する単行本、学術雑誌論文、政府機関報告書、連邦議会議事録、連邦議会委員会報告書、および重要な連邦最高裁判所判決とその評釈論文などの収集と分析に尽力した。なお、北海道大学法学部において本研究の中間報告を行った。2.合衆国国有地管理の重要なキーワードとなっている生態系管理に関し、基本的な文献・資料を収集し、概念の理論的枠組み、関連行政機関の具体的活動状況、および残された課題等の把握に努めた。また、北海道大学大学院柿沢宏昭助教授の著書『エコシステムマネジメント』(平成12年7月出版)をふまえ、現段階での研究成果を北海学園大学公法研究会において発表し(平成12年11月2日)、多数の出席者から有意義な批評をいただいた。この研究成果は、研究機関における総合環境応用講義(平成13年後期)および法学部市民公開講座(平成13年11月)においても発表することが確定している。3.文献・資料は、国内の複数の大学に赴き収集したほか、合衆国の政府機関・研究者に依頼文を送付し郵便により取り寄せた。また合衆国内の研究者に対する電話インタビューも行い、各方面から多大なご教示をいただいた。さらに平成12年9月13〜25日には合衆国国家公文書記録管理局を訪問し、関連資料の発見と収集に努めた。不足資料については、平成13年6-9月に合衆国東部に赴き収集する。4.研究成果は、研究機関発行の論文集「法学研究」において発表する。さらに、これを発表済みの研究成果(第二次世界大戦以前の合衆国国有地管理の制度史的研究)とあわせてまとめ、北海学園大学法学部公法研究会および北海道大学法学部公法研究会などで公表し、批評をあおぐことを考える。
