【研究の目的】課題の実現に必要な地方自治体におけるニーズの調査と教育現場で求める支援内容の資料を集め、実現するための要件について探る。【研究の方法】次の2つの調査を組み合せて、学校におけるサポートの全国的な状況把握と実現に障害になる問題点を見いだし、実現のための要件を探る。1、全国自治体から400個所を抽出し、課題についてアンケート調査を実施する2、アンケート結果から内容の裏付けと要因についてヒヤリング調査を実施するアンケートはJAPETが隔年に実施している「コンピュータ等に関する調査」に、教育委員会を対象に今回課題である「サポート体制」に関する内容を付加し、集計を依頼した。(教育委員会分は費用負担)【研究成果】アンケートは8月下旬からはじめ11月中旬に締切り、回収率44%を得て集計を行い、回答を得た教育委員会の中から10地域を抽出しヒヤリング調査を行った。『東北2、関東2・近畿2・四国2』(政令市3・中核市5・その他2)アンケートの中で、ICT活用を進めるにあたり「学校へのサポートは必要だと思いますか」の質問に『是非必要である』『どちらかというと必要である』の合計が93.8%と期待通りの結果を得たが、ICTに詳しい企業退職者の受け入れについての質問では『受け入れたいが予算がない』15.9%『受け入れの計画がない』64.8%と、「サポートが必要」の結果とかなりの乖離があり、ヒヤリング調査ではこの要因を探るのも大きな目的とした。要因については、現状の財源状況が大きく関わり「計画がない」の殆どが予算がついても他の財源に回わされてしまう、また「新規事業は認めない」方針が確定しているので、要求しても実現しない「諦め」の回答が殆どであることがわかった。今回の調査で全国自治体の学校に対するサポート状況がほぼ把握でき、またサポートを制度化する場合には地方交付税措置に対する課題も見つけることができた。今回の調査で各教育委員会のICTの関する意識が高いことが大きな救いであったが、課題の実現には行政の理解が重要なことも分かった。
