平成12年度は、以下のような研究を行った。平成11年度に引き続き、21世紀に向けた政府構造のあり方を研究するために、第一に、政府構造の国際比較を行った。具体的には、オーストラリア、カナダ、ドイツ、アメリカ、フランス、スウェーデン、イギリスの国を取り上げ、1975年度以降の中央政府と地方政府の規模(税収、歳入、支出)の比較から、地方分権度を考察した。また時系列的に地方分権度がどのような要因によって変化してきたのかを見るために、各時点での政治及び制度的背景との相互関係も考察したが、政治や制度を数値的に評価することは困難であり、明確な相互関係を見つけることはできなかった。第二に、上と同等の分析を、アメリカの50州のデータを用いて分析した。アメリカデータは各州の特徴などのデータを入手することは比較的容易であり、また歴史的、経済的背景が、国際間に比べて州間では小さいことから、回帰分析などの計量経済学的手法を用いて、要因分析などを行うことが可能である。研究においては、アメリカのデータを用いて、地方財政改革すなわち地方分権度変化の要因分析を行い、地方分権度に影響を与える幾つかの変数を見出した。また、同じデータを用いて、地方分権度と経済成長の関係も分析した結果、正の相関、すなわち、地方分権は経済成長に貢献するという結論が得られた。第三に、昨年度の研究で理論的に明らかにされた政府間補助金及び規制が生み出す非効率性を計量経済学的に導出する試みも行った。まだ明確な結論は得られていないものの、補助金を多く受け取る自治体では、効率的な財政運営を行う誘因が欠如し、非効率な財政運営が行われていることを示すいくつかの実証結果が得られた。今後は、この実証結果の厳密性を高めるとともに、非効率性を取り除く望ましい制度及び政府構造を考えていくつもりである。
