2021年度も昨年度と同様に，新型コロナウイルス感染症の感染者拡大状況を受け，全体会合と研究発表セミナーをオンラインで１回（8月30日，31日の2日間）実施した。そして，研究の方向性の確認と，まとめの議論を行った。またユニット別の会合も随時実施し，研究を進めた。研究のまとめにあたり，論文の作成と研究雑誌への投稿を終え，順調に査読付き雑誌等へ14本の学術論文の公刊（査読付き研究雑誌へは，海外雑誌に１本，国内雑誌に４本を掲載）を行った。次年度以降の国内雑誌への掲載決定の論文も1本存在する。また，10回の学会報告，上述の研究発表セミナー以外でも8回のセミナー報告も実施した。３本の研究に関する一般紙や業界紙の記事も執筆できた。学会等での研究報告が論文執筆等と繋がっており，研究を確実に進めることができたと言える。具体的には，研究代表者はコロナ禍のGoToトラベル事業に着目し，個人の旅行代金への支援を一定期間の特定地域における価格変更として扱うDID分析を行っている。この価格変更は，有意に高速道路利用の需要を喚起していることが明らかになった。また，個人の移動に関しては，都市のコンパクト度が高いほど，1回の移動のコストを引き下げ，近距離の移動への需要を増やす結果を明らかにした。分担者は，公共部門の事業体の実態把握を行った。例えば，市町村の会計操作に着目した研究が行われた。特に，地方財政健全化法の導入により，市町村は財政の持続可能性を示す指標として総務省が確認するフローの赤字を改善する一方で，指標ではないストックの債務残高を増加させることを明らかにした。また，公立大学の費用構造を明らかにし，大学統合や学部・学科等の再編における自然科学系あるいは人文社会科学系のそれぞれの領域内での統合や拡大，また，研究活動の機能を同時に持たせることが，財政効率の観点からは支持されることを明らかにした。

The cost structure of public universities is clearly defined, and university integration departments, disciplines, etc. are reorganized. The Department of Natural Sciences, Humanities, and Social Sciences is integrated within the field, and the functions of research activities are simultaneously maintained. The financial efficiency of the university is clearly defined.
