项目摘要

近年の自転車の急激な普及に伴い鉄道駅への端末交通としての利用が急増し、路上への放置自転車は行政的にも社会的にも大問題となっている。このような中、新たな施策として自転車放置禁止区域の設定や自転車駐車場の有料が実施され、その効果が期待されているが、現状では十分な成果が上がっていない。問題解決には住民の理解と協力が不可欠である。本研究は、自転車問題解決のための新たな手法として、アンケート調査を動機付け手法として活用することを目指したものである。つまり、一般住民に対して自転車問題の重要性・緊急性を認識させ、彼らの意識改革・行動改革を促す施策として、動機付け手法の開発を目的としている。本年度は、名古屋市内の2地区を対象に行った、アンケート票を用いた意識啓発効果の分析を進め、放置自転車に対する問題意識や、有料自転車駐車場、放置禁止区域の拡大などについて、対象者の約10-15%程度の意識を改革することに成功した。本研究で用いた提示情報は、1頁程度、通読時間として2〜3分程度の内容で、対象者の自転車問題に対する理解を深めることができたことは非常に大きな成果である。また、さらに、対象者属性によって、どの程度意識啓発効果があるかについての詳細な分析を行った。その結果、30代・40代の比較的年齢層の高い対象者や自転車の利用の少ない対象者で、意識啓発が高いことを明らかにした。小規模ではあるが、追加調査を実施し、意識啓発効果の持続性について調査し、比較的強い持続性があることを明らかにした。
