1990年代中期以降、世界木材市場における日本と中国との競合は表面化するようになってきた。その背景としては、1)中国による輸入増加、2)輸入先の地域と国の完全な重なり合い、3)輸入構成の同一化などが挙げられる。日本と中国との輸入競合が最も顕著となっているのは、ロシアにおける原木をめぐる競合と東南アジアにおける木質パネルをめぐる競合である。日本の北洋材の輸入は合板材料の針葉樹化に伴って増加し、中国の北洋材の輸入も需要の増加、天然林保護などによる国内供給の伸び悩みなどを背景にして急増してきている。両国の主な供給地となっている極東地方の電力、インフラ整備の実情から、原木中心から加工材中心へと輸出構成を転換させるにはかなり時間がかかると考えられる。そのため、輸入量の増加に伴って、北洋材とくに原木をめぐる両国の輸入競合の度合いがさらに強められると考えられる。日本と中国はインドネシアとマレーシアの上位2位の合板輸出先となっている。輸入競合が繰り広げられている中で、単板を輸入して合板を生産して国内市場あるいは輸出市場に供給するという新しい動きが中国でみられるようになり、これによって合板をめぐる競合が多少緩和されると予測できる。これに対して、単板などのをめぐる競合がさらに激しくなってくると考えられる。また、WTO加盟が実現すれば、関税率が下げられることによって、中国の木材質パルプと紙・板紙の輸入が急増することになる。それによって、両国は北米と大洋州において、木質パルプ、紙・板紙をめぐる輸入競合を一気に表面化させることが考えられる。
