项目摘要

現在、青少年における「喫煙・飲酒・薬物乱用」の状況は大きな社会問題になっている。この問題を少しでも解決し、青少年の健康を守り健やかな成長を支援するために、小学校・中学校・高等学校の教育現場では、これらの防止に向けての教育が活発に行われるようになってきた。だが、そこで行われる教育内容(方法)は、「喫煙・飲酒・薬物乱用」が「どのような害をからだに及ぼすか」について説明するものが主流となっている。つまり、「たばこの害」を教えれば「たばこを吸わなくなる」という発想のもとの教育である。しかしながら、行動科学の知見によると、「喫煙・飲酒・薬物乱用」の行動は、心理的な影響(例えば、ストレスを抱え込みすぎてそれをうまく発散できない状況)や、社会的な影響(例えば、自分は喫煙したくなくても仲間に誘われそれをうまく断れない状況)により、それらの行動を起こす可能性が高いことが明らかにされており、これからの「喫煙・飲酒・薬物乱用防止教育」は、これまでの「害」のみを教える教育内容(方法)から、心理・社会的影響力に対処し、より良い意志決定・行動選択ができる能力を育成するものに変換される時期を迎えている。そこで今回の研究では、これまでに無い新しい教育内容・方法での「喫煙・飲酒・薬物乱用防止教育」のカリキュラムを開発し、同時に、開発したカリキュラムによる授業を実際に行い、カリキュラムの評価・検討も行った。また、教師教育のためのカリキュラム作成の基礎資料を得るため、日本の小・中学校において、実際に喫煙・飲酒・薬物乱用防止教育を行っている教師を対象として、その授業の実施率や、授業を実施するうえでの課題・困難さについて、全国規模のアンケート調査を行い、その実態を明らかにした。
