現在、青少年における「喫煙・飲酒・薬物乱用」の状況は大きな社会問題になっている。この問題を少しでも解決し、青少年の健康を守り健やかな成長を支援するために、小学校・中学校・高等学校の教育現場では、これらの防止に向けての教育が活発に行われるようになってきた。だが、そこで行われる教育内容(方法)は、「喫煙・飲酒・薬物乱用」が「どのような害をからだに及ぼすか」について説明するものが主流となっている。つまり、「たばこの害」を教えれば「たばこを吸わなくなる」という発想のもとの教育である。しかしながら、行動科学の知見によると、「喫煙・歓酒・薬物乱用」の行動は、心理的な影響(例えば、ストレスを抱え込みすぎてそれをうまく発散できない状況)や、社会的な影響(例えば、自分は喫煙したくなくても仲間に誘われそれをうまく断れない状況)により、それらの行動を起こす可能性が高いことが明らかにされており、これからの「喫煙・飲酒・薬物乱用防止教育」は、これまでの「害」のみを教える教育内容(方法)から、心理・社会的影響力に対処し、より良い意志決定・行動選択ができる能力を育成するものに変換される時期を迎えている。そこで今回の研究では、世界的に注目されているオーストラリアの喫煙防止教育のカリキュラムとその教材の実際を調査した。加えてWHOが推し進めその制定が決定した「たばこ規制枠組み条約」の趣旨を分析調査した。同時に、新たに開発した授業カリキュラムや教材をもとに「喫煙・飲酒・薬物乱用防止教育」の授業実践研究を行い、その成果を検証した。

Nowadays, the situation of "smoking, drinking and drug abuse" among teenagers is a major social problem. These problems should be solved, the health of adolescents should be maintained, the growth of adolescents should be supported, and the education scene of primary schools, middle schools and colleges should be prevented. At the same time, the new teaching materials were developed and the teaching practice of "smoking, drinking and substance abuse prevention education" was carried out and the results were verified.
