環境NGO/NPOは、日本の環境政策にどのような影響を及ぼしてきたのか。また、高度成長期以降の生活環境の保護・改善を訴える住民運動はどのように変化してきたのか。本研究では、今日の環境NGO/NPOの源流としての住民運動に注目し、それが60年代の開発期から現在にいたるまでの環境政策形成にもたらしたインパクトを計量的に分析した。それにより、環境政策形成における住民運動と行政及び企業の望ましい合意形成のあり方を構想するのが、本研究の目的であった。その結果得られた研究成果としては、大きく次の2点にわけられる。(1)近年、環境問題や自然保護に関する政策形成において、環境NGO/NPOの役割が注目されている。こうした議論は、地球環境問題やNPO法案といったテーマが浮上した80年代後半以降の分脈で、環境保護運動の必要性を訴えるものが多い。しかし、日本の住民運動が今日の環境NGO/NPOの「機能的等価物」であり、これまでも環境政策形成において極めて重要な役割を果たしてきたことは等閑視されている。そこで本研究では、高度経済成長期以降の住民運動が環境政策形成に及ぼした影響を分析し、歴史的な連続性のなかで環境NGO/NPOの可能性を理解することが必要不可欠であることが明らかになった。(2)本研究は、環境政策と環境保護運動の相互関係を正面から取り上げている。これまで環境政策と環境運動の結びつきは、公害多発時代においても地球環境時代においても多くの論者によって強調されてきた。しかし実際には、環境政策と環境保護運動の研究はそれぞれ別個になされてきた。こうした断絶を乗り越えて、両者の関係を科学的に検証するのは、本研究が初めてのものといえる。すでに述べたように、公害多発時代の環境保護運動は現在の環境NGO/NPOの先駆けと考えられる。その積極面を改めて評価し、将来に向けての教訓・知見を引き出すことが、今後の環境NGO/NPOのあり方を考える近道である
