项目摘要

本研究では、被災地域における近隣商業施設の復興状況を把握するとともに、新規店舖の立地要因と被災した店舗の再建阻害要因について明らかにした。また、そうした新規店舗の立地と震災前の店舗の未再開による商業構造の変化についても示した。具体的な成果について以下に要約する。1.復興過程の把握営業している店舗数は震災前の7割前後にとどまり、そのうち約3分の1は新規店舗で従来店舗は減少の傾向にある。一方、店舗規模では大型店舖の影響を大きく受けて4年経過時点で震災前と同じ水準に達していると推定された。また、店舗個別の推移でみると営業を再開する店舗より休・廃業してしまう店舗の方が多く、時間の経過とともに営業を継続している店舗が減少している一方で、営業を断念する店舗が多くなっている。さらに、震災前後における店舗属性の変化については、5年後にかけて若干飲食業の比率が高くなっているものの業種構成に大きな変化は見られず、店舗形態では震災後にかけてテナントの比率が高くなっており、5年後では全体の半数近くがテナントであった。2.新規店舗の立地要因新規店舗の特徴は、ビルのテナントとして立地し、売場面積も従来店舗に比べて大きい傾向にあり、その立地場所については、比較的に幅員の広い道路に隣接し、大型店との競合を避ける傾向にあった。一方で、駅周辺では新規店舗の立地もみられたが、人通りの多い好立地条件ということもあり、同様に従来店舗の再開もみられた。3.被災店舗の再建阻害要因再開された店舗と再開できずにいる店舗の間には、震災による被災状況が決定的な影響となっており、未再開店舗の多くが全焼もしくは全壊であった。立地条件では、駅から距離が離れるほど未再開店舗が多くなる傾向があった。統計的には有意ではないものの、狭い道路に隣接している店舗ほど再開が遅れており、大型店との距離が近いほど未再開店舗が目立った。4.商業構造の変化従来からの老朽で小規模な店舗からなる商店街・小売市場は大半が消失しつつあるのに対し、コンビニエンスストアといった新たな業態の急激な増加や店舗の大型化および新規大型店の立地、など、域内の商業構造は大きく変化している。こうした変化は、通常、十数年かけて起こるような変化であり、被災地ではそれを先取りするような形でわずか5年足らずの間に起こったといえる。今後も我が国では大規模な都市災害の発生が予想されているため、被災後の復興まちづくりを進めていく上できわめて有用な知見を与えるものである。また一方で、近年、我が国における都市内の商業施設も徐々にその姿を変化させつつある。被災地では、短期間のうちに数多くの店舗の入れ替わりが行われたが、これは将来の商業構造の変化をある意味で先取りしているとも考えられる。
