本研究は、北海道内の地方拠点都市を対象としてコンパクトシティを形成するために、中心市街地居住の居住イメージを明らかにし、その実現方策について研究することを目的とするもので、以下の結果が得られた。1)北海道内の拠点都市において、中心市街地内に残っている低未利用地に住宅供給がされ始めている。札幌市では中央区の人口が増加に転じており、中心市街地居住は徐々に実現化されていることが明らかになった。2)中心市街地の居住イメージとして、高齢者などの交通弱者のほかに、IT産業に関連するSOHO型の中心市街地居住があげられ、そのための住宅供給が重要である。3)積雪時の都市デザインシミュレーションを、札幌都心部を対象に、大型風洞実験施設を用いて行った。その結果、中心市街地居住を推進する中心市街地の空間イメージは、北海道の諸都市に見られる既存のグリッド状の都市基盤を活かして、ブロック型の都市空間を形成することが望ましい。ブロック外周に供給する集合住宅は高さを抑える方が、高層集合住宅を供給するよりも、積雪に強い中心市街地を形成できることが明らかになった。4)世界のなかでも郊外化が著しいアメリカにおいて、比較的コンパクトな市街地が成立しているサンフランシスコ市では、中心市街地居住において以下の課題があげられている。(1)中心市街地において、中堅所得世帯や低所得者、高齢者が住み続けられる、アフォーダブルな住宅を確保すること。(2)IT関連産業の増加とともに、SOHO(LIVE/WORK)などの職住一体型の住宅供給が必要とされている。
