北海道内の公営住宅再生マスタープランを策定している地方中小都市において、公営住宅の建て替えを市街地再編の戦略として位置づける視点としておおきく以下の2点を得た。1.地方中小都市における公営住宅団地の敷地の有効性北海道内において公営住宅再生マスタープランを策定している自治体にアンケートを行ったところ、地方中小都市では公共的な施設に用いるための敷地が不足している場合が多く、公営住宅団地の立地する用地が有用であることがわかった。例えば、地方レベルのためのコミュニティセンターや高齢者福祉施設の建設のために既成市街地内に新規に用地を取得することは困難であり、公営住宅団地の土地に複合的に配置することが有用であることが明らかになった。2.市街地構造を再編する場合の公営住宅団地の移転・集約の有効性人口が減少しつつある市町村にとって、都市中心部の活性化のために公営住宅団地の移転・集約は有効である可能性を示すことができた。公営住宅団地は都市中心部よりも郊外部に立地するケースが多く、都市中心部では購買人口が減少するなどして中心商店街の衰退が著しい状態である。そこで、自治体内に分散する公営住宅団地を移転・集約して、都市中心部に再配置しなおすことで、中心商店街の活性化を図ることができると考えられる。このことは幕別町などいくつかの自治体担当職員に対するヒアリングより、可能性が明らかになった。ただその場合に問題となる点は、中心部での公営住宅団地用地の確保にある。これには2つの解決策があげられ、一つは散発的に抜けていく中心商店街の店舗の敷地を、残存する店舗の集約と併せて早急に集約する手法が必要であり、いま一つは小規模の敷地を逐次買収して公営住宅団地として整備する手法の整備が望まれる。本研究では、公営住宅の再生プログラムを考え合わせると、後者の考えにもとづく手法を早急に整備する必要があることを明らかにした。なお、本研究の成果は、千歳市や幕別町における策定プランにおいて反映されている。
