项目摘要

本研究は、ルール工業地帯を事例とした自然回復のあり方を調査し、さらに、北九州工業地帯を取り上げて、都市基盤整備の指針を目的としている。ルール工業地帯は、依然重工業地帯でありながら、多くの失われた自然環境を取り戻すため、1989年から10年間に渡って、120プロジェクトの再自然化工事が行われてきた。この再生計画では、深刻な汚染が問題となったルール工業地帯の自然環境の回復計画で、また、産業維持と新たな経済発展を目指したものである。この計画では、都市部の自然環境を守るため、既存のビオトープをネットワーク化している。これらのビオトープをネットワーク化するため、政策手法として、ビオトープ図が作成された。そして、都市間に存在する広大な遊休地を利用し、都市近郊に大規模なレクリェーション・保養地域を建設することであった。都心部及び都市間の緑地を拡大し、さらに連結することによってエムシャー・パークを形成してきた。鉄道、道路のような既存のインフラと、このような新しいグリーン・インフラ・ネットワークは都市再開発の重要な軸となった。現在、北九州市は鉄都からエコ・テクノロジー都市への転換を目指し、環境産業を柱とした「環境調和型都市」として蘇生しつつある。北九州工業地帯では、産業の変遷と一部衰退に伴う生活環境の変化に、既存の都市基盤機能は十分とは言い難く、次の産業への転換に向けて新しい都市基盤の整備が重要である。21世紀の今、20世紀になくしてしまった自然環境を回復し、水と緑に育まれた自然と調和した生活様式を取り戻すと共に、「環境調和型都市」の実現を目指し、新たに環境に配慮した都市づくりが望まれる。また、産業構造の転換を図るに当たって工業用地の再自然化を行うことにより、これまでのインフラ整備の在り方を見直すべきである。ルール工業地帯の分析に基づいて、北九州工業地帯における再自然化計画を検討し、自然回復・保全を実践するための整備指針とビオトープ・ネットワーク計画を提案している。
