補助教員の派遣について、全国の市区町村で先駆的に行っているところで、聞き取り調査と資料収集を行った。そのうえで、アンケートを作成し、全国の市区町村教育委員会に発送した。その回答をデーター化し、整理した。教育委員会を対象にした本調査によれば、補助教員の派遣は、教育委員会レベルでは、教育現場において概ね肯定的に受け取られた教育政策である、と見なされていた。実際に補助教員の実態は、地域や学校によって大きく異なるが、有益な役割をさまざまな活動のなかで演じているようであった。また、補助教員を派遣していない教育委員会も含めて、16年度以降においての派遣については、本調査によれば半数近く(44.9%)の教育委員会が予定していた。しかも、補助教員を派遣していない教育委員会においてすらも、予算的な裏づけさえあれば、4分の3(75.0%)に当たる教育委員会は、補助教員の派遣を「実施」あるいは「検討」したいと回答していた。そのような調査結果から言えば、補助教員の派遣は、臨時的な緊急雇用対策事業の一つとして終わらせるのではなく、正規な教育政策として位置づけられてよいものである、という結論が導き出された。なお、外国調査に関しては、そこで得られた資料を整理しているところである。また、この研究成果は、口頭発表として、第62回日本教育学会(2003年8月26日〜27日、於:早稲田大学)で公にされた。また、学術論文としては、『筑波大学教育学系論集』(第28巻、2004年3月、発行予定)で公にされる。

The results of the survey include: the dispatch of subsidized teachers, the temporary emergency employment policy, the final position of formal education policy, and the conclusion of the survey. The data collected from foreign investigations are sorted out. The 62nd Japan Educational Association (August 26 - 27, 2003) was officially launched. Academic papers published in "Proceedings of the Faculty of Education, University of Tsukuba"(Volume 28, March 2004).
