本研究は、母子世帯の貧困・低所得をめぐる現代的態様に焦点をあて、ワーキング・プアといえるわが国の母子世帯の実態の背景と、それに対応するワークフェア政策のあり方を検討するための基礎的研究を行うことを目的としている。わが国の母子福祉政策は、2002年に策定された「母子家庭等自立支援対策大綱」を基点に「福祉から就労へ」という方向性を明確に打ち出し、就労による自立促進を政策目標として掲げた。生活保護制度においては,自立支援プログラム策定事業を導入し,労働行政との連携による新たな支援策に着手している。そこで,本年度は,1年次の調査結果をもとに、福祉事務所ケースワーカーを対象として,新規事業に関する現場での具体的な実践の展開過程と援助者の意識・意見を把握するためのヒアリング調査とデータ収集を実施した。調査結果の知見は以下の通りである。第1に,入手できたデータからは,被保護母子世帯は「中卒」「高卒」の2つの学歴階層から構成されており,学歴階層を指標として生活保護への移行過程や世帯条件を比較検討する必要が把握された。このことは,Leavers・Stayers・Syclersといった被保護世帯の変動別カテゴリーの諸条件を解明するうえでも有効であると考えられる。また,政策への具体化として,中卒層の親への自立支援において高等教育への機会提供,教育支援などを組み込むこと,とりわけ若年中卒層への支援策の検討の必要があげられる。第2に,制度改革で提示された自立阻害要因の分析といったアプローチには一定の限界があると考えられ,複数の分析方法を投入する必要があげられる。「稼動収入増で保護廃止となった層」の自立条件を探り,「その他の理由で廃止した世帯」と比較する方法や,「廃止層-滞留層」間で比較する方法などが有効であると考えられる。その際,意欲といった主観的指標に還元しないために,被保護母子世帯の階層性と「社会的リスクへの対抗手段」「ライフチャンス」「キャリア形成」「社会的ネットワーク形成」などの諸点の関連を実証していく必要がある。また,就労自立に特化しない総合的な自立支援の在り方を構築する必要が確認され,とりわけ被保護母子世帯における養育支援・生活支援の検証が求められる。

This study focuses on the modern state of mother-child poverty and low income, and aims to explore the background of mother-child poverty and low income policy. Second, the system reform suggests that the analysis of the main causes of self-reliance should be carried out in a certain way, and the analysis of multiple methods should be carried out in a certain way. The self-supporting conditions of "protection layer" are explored, and the comparison methods of "other reasons" and "retention layer" are compared. At the same time, the index of the intention to be the main body is also the hierarchical nature of the protected mother and child, the "social separation and resistance means," the "social separation and formation," the "social development and formation," and the connection between the various points is necessary. To confirm the need to build a comprehensive and specialized support system for self-reliance, and to seek evidence of parenting support and life support for the protected mother and child.
