项目摘要

本研究は「望ましい日本語教育」を目指す際のガイドライン的役割を考慮に入れた評価方法・基準の設定を目的とした。そのために、核となるべき「教育の側面」を取り上げ、評価で一般に用いられている数量的要素よりも、質的要因を重視することとした。特にこの分野での先進国である英国の大学評価の状況、及び豪州の語学教育の評価等に関する聞き取りを実施し考察をおこなった。17年度の文献レビューと日英豪の大学関係者からの聞き取りから見えてきた問題として、1日本の大学における評価の概念のあいまいさと「評価の目的」に対する共通認識の欠如、2日本の大学の「教育の目的意識」の希薄さ、そして3英国式の緻密な制度の実行上の問題点(「評価疲れ」)があった。18年度は、上記問題の考察を進め、日本語教育に焦点を絞った評価項目候補を検討した。上記1と2の根底には日本の大学におけるアカウンタビリティ意識の欠如と、世界的緊急課題である「教育の質保証」に対する切迫感の欠如がある。従って、本来、評価は「目標設定⇒カリキュラム設計⇒実施⇒評価⇒フィードバック⇒改善作業」の環状をなす一連の活動であるべきだが、日本ではそのように認識・実行されることは稀である。特にフィードバックから改善作業へ向けては、従来の教員職務権限やメンタリティを克服する有効な仕組みを取り入れる必要がある。その点、英国大学の伝統的なExternal examinerのシステムは、質保証のための現実的な方法として学ぶ点が多い。具体的な日本語教育プログラムの評価項目および実施方法の提案については、英国と豪州の英語教育認証(英BALEAP,英EIBAS、豪NEAS)の認定活動を参考にした。先ず適切な教育の目的・目標を明確にした上で、その実現に向けたシラバスの作成、教授法の採用、達成度のチエックが不可欠である。教員の教育と研究のバランスもその内で考慮されるべきである。なお、時間的制約で当初計画した「試行」は実施できなかった。試行とそれに基づく修正は次段階の課題となった。
