1.トレーダブルなサービスは、高付加価値なものに移行している。たとえばソフトウェア開発や情報システムの運用代行がある。2.トレーダビリティ・レボリューションには、(1)国際的オフショアリングの他に、(2)取引自体のトレーダビリティが含まれる。(2)は、伝統的貸付取引はもちろん、証券の無券面化にともなう振替決済や動産担保の登録制度を利用した高度な金融取引についても、検討は緒についたばかりである。3.貿易円滑化のなかでも電信販売(e-commerce)のインフラの発展は、とりわけ途上国において市場の発生や拡大、国際貿易の拡大に大きな効果を与える。4.相互承認制度は、従来輸入国内で行っていた認証を輸出国内で済ませることで物品・サービス貿易を促進させる。日本とシンガポールのFTA間での採用が注目される。5.貿易紛争解決の手続のいっそうの司法化・非司法化の方向性は、貿易促進にとって重要となる。6.法律サービスの規制改革は国境を越えたサービスを可能とするが、日本では対立する紛争当事者間の利害調整をおこなう交渉的役割が重要である。7.問題への対応策としては、(1)個人情報保護法の外国における実効性の確保、(2)契約的対応の限界の明確化、(3)規制監督の国際的調和と相互承認など貿易促進制度の整備の法的な検討のほか、(4)交渉的役割のような高付加価値のサービスの開発、(5)トレーダビリティ向上による低付加価値分野の労働需要の減少と、一般的な国際的なアウトソーシング拡大に対する戦略との比較など、政策レベルの検討も必要である。
