平成17年7月、当時NPOセクター全体の約1割に相当する2千件のNPOに対してアンケート調査を実施し、首都圏、九州、長野、愛知でヒアリング調査を実施した。その結果、予想外の現象が起こっていることがわかった。すなわち、寄付を集めていないNPOの比率が予想以上に高く、逆に行政資金への依存率が高いことである。また、組織の性質が変容し行政の下請け化傾向がみられた。収入構造をより明確に把握するために平成18年4月に再びアンケートを実施し、NPOの事業収入の平均8割以上が行政からの委託収入であることを明らかにした。さらに、公的資金依存度の高いNPO、民間資金率の高いNPOの2つのタイプを抽出し、両者の支出規模、活動分野、資金調達、ガバナンスや行政との関係について分析した。この分析結果やヒアリング調査分析から、下請け化したNPOの7つの特徴を明らかにすることができた。さらに、下請け化現象を引き起こした原因を探るべく、NPO側の経営問題、NPOに影響を与えた可能性のある政策を過去10年間に遡り探ることにした。ここからは、大きく3つの政策の流れの影響があることがわかってきた。さらに、NPOの経営の困難さの背最には、NPOが依拠する法制度にも原因があるのではないかと仮説を立て、法制度上の課題をより明確に把握するために、公共分野における各種非営利法人制度と会社法とNPO法を経営とガバナンスの視点から比較することを試みた。その結果、NPO法には経営視点が不在であることを指摘した。小さな政府論のもと公共領域のあり方が大きく変容し、その担い手も官から民へと移行しているように思える。NPOもその担い手として期待されているが、ドラスティックな環境の変化に対応しきれず下請け化現象が起きている。行政との協働を促す論調が圧倒的多数の中にあって、下請け化問題を正面から指摘した最初の問題提起方の研究結果となった。
