本年度の研究のねらいは、前年度までの教育課程の再編事例の分析等を受けて、教科等の再編の準拠枠や方法論を整理すると同時に、教科等の再編の手続きの試案を作成することにあった。調査研究の結果、次のようなステップを手続き案として提示した。1 ステップ1 現在の教育課程の課題の把握と必要性の把握(1)子供の実態や特性から導かれる必要性の把握、(2)社会的要請事項の検討、(3)教育課題や教育的要請の把握、(4)教育課程の運営の課題、(5)その他の要請と必要性の検討2 ステップ2 教育課程の再編の必要性の吟味検討教育課程の課題解決の方法として、合科的方法や指導方法の改善等で克服することができるのか、それとも教育課程の再編を必要としているのかの見極めを行なう。3 ステップ3 教科等の再編のタイプの検討(1)指導内容の移動・削除・追加等による既存教科の廃止と新教科等の設置(2)既存教科等の目標・内容・方法等の相互関連の検討を踏まえた教科等の再構成(3)必要とされる知識や能力等の区分に基づく教育課程の機能領域の設定と教科等の開発(4)教科外領域の再編4 ステップ4 教育課程の開発試案の作成と試行実施、カリキュラムの評価ステップ3の各類型を参考に開発された教育課程を実施し、学習効果等を多角的に吟味検討する。特にカリキュラムの学習効果の側面とカリキュラムの運営にかかわる側面の峻別が必要である。また、開発された教科等の実施と他の教科等の関連の二つの面から効果と課題を整理する必要がある。
