(1)本研究では政治的リテラシーについて、<社会の変化><子どもの生活や意識><政治学や関連する諸科学>の三つの視点から検討を進めてきた結果、次のようなことが明らかとなった。ア.社会の複雑化に伴う論争的な問題の噴出は、社会的な合意形や利害調整に係わる資質や能力を求めるようになっていること。イ.国家と社会の関わりの変化に伴って公共性の在り方が変化しつつある中、公共性の創出についての個人としての関わり方について、政治学習の視点からさらに検討する必要があること。ウ.情報公開等に見られるような民主主義の在り方の変化は、政治参加の形態に変化をもたらすことが考えられる。政治的リテラシーについてもこの観点からの吟味が必要である。エ.子どもの政治意識を規定する要因についてはこれまで必ずしも十分に明らかにされてなく、政治的リテラシーの観点からさらに検討が必要である。オ.政治哲学における規範理論のもたらす知見は、自由や平等、正義などの社会的価値についての教材化に道を開くものであり、政治的リテラシーの観点からも研究する必要がある。カ.近年における政治の流動性の拡大は、政治についての見方や捉え方、判断力の育成を求めていること。(2)政治的リテラシーについては政治的価値とその政治における意味、政治システムの仕組みと機能、政治過程や政治的コミュニケーション、政治参加に関する知識や技能等として捉えることができる。政治的リテラシー育成の方法として、これまで不十分だと思われるものに事例研究的方法がある。特定の政治的事象を取り上げ、事象を構成する諸要因の分析や政治的入力と政治的調整、政治的出力等を資料を基に、調査していく学習である。
