平成19年度の研究課題は、制度設計の歪みが原因で、経営者に対して誤ったインセンティブがもたらされた事例を収集し、それを体系化する課題に取り組んだ。この課題だけでも、経済学、社会心理学、組織行動学、犯罪心理学、法学の他分野を含む複合的な研究が必要である。多国籍企業学会などで研究成果を報告し、成果の一部を「立教大学ビジネスレビュー」(2009年3月刊、Vol.2,pp.9-17)に報告した。平成20年度は、前年に収集した事例や著書を手がかりに、グローバルなパースペクティブに基づき、シミュレーションの可能性を探る予定にしていた。ところが、アメリカのサブプライム問題に端を発する世界金融恐慌が勃発した。まさに、この研究が狙いとしていた「制度設計の失敗」が目前で発生した。そこで、急遽テーマの対象を絞り、世界同時不況がなぜ起こったかの研究に集中した。このサブプライムローンの仕組みが、制度設計の失敗の典型であることが判明した。どんなに優れた制度(アメリカの住宅ローンはノンリコース制であり、ローンの返済が不能になったとき、抵当である住宅を銀行に返せば、それ以降の返済からまぬがれる。弱者寄りの制度であり、日本のリコース制と対照をなす)であっても、それが時代とともに変質し、最後は、モラルハザードを伴う犯罪行為に加担してしまう。同質的な教育を受けたエリート金融マンは、互いの競争を通じて、倫理的に不誠実な取引に誘導される。以上の研究成果を踏まえて「制度設計の失敗」学を体系化する。平成21年度は、多国籍企業学会の全国大会(2009年7月11日)で「制度設計の失敗と多国籍企業」と題する研究報告を行う。国際ビジネス研究学会全国大会(11月24日)で「グローバルな制度設計の失敗」を報告する。
