Development of Japanese Technology and Technological Mind in Japanese Naval Arsenal

日本海军兵工厂在西方国家对日本的技术转让中起了主导作用，它是日本近代技术向私人部门特别是机械和金属工业扩散的重要场所。它的历史发展是一个很好的例子，可以展示和分析日本技术进步的一些特点和这个快速工业化社会的人民和企业家的工业思想。在发展过程中，它是一个很好的例子，它的发展是在现代技术转移方面，我们同时也看到一些制约其进一步发展的因素。本文通过对这些因素的分析，发现了一些历史特点：（1）特别是在20世纪二三十年代，他们没有成功地确立自己的技术发展宏伟蓝图;（2）他们成功地在职工中形成了一种社会分工，这是一种独特的制度。3）技术转移的制度和效果对民间企业来说已经足够好，但我们可以看到战前日本发展的一个决定性特征，那就是他们不得不严重依赖军事工业来发展这项技术。

Japanese naval arsenal took a leadership for Japanese technology transfer from western countries, and it was a key depot to diffuse modern technology to private sectars especially in machine and metel industries in Japan.Its historical development is a good example to show and analyze some characteristics of Japanese technological progress and industrial mind of the people and intrepreneurs of this rapidly industrialized society.In the process of the development for the transfer of modern technology, we can see, at the same time, some restrictive factors against their further progress. This research concenterted on analysing those reactional factors and found some historical features ;1) They did not succeeded in esteblishing their own grand design for further technological development especially in the 1920s and 1930s.2) They succeeded in developing a kind of social division of labor among their staff and workers and it was an unique system. However, they could not develop successfully a system to integrate distinct ideas of each class of their own human resources.3) Their system and effect for technology transfer functioned well enough for private sectors but we can see a decisive features of Japanese development in Pre-War days that they had to depend heavily on military industries to develop this technology.
