项目摘要

本研究の目的は、脱冷戦の状況下で沖縄の米軍基地は今後も存続するのか、あるいは一部返還がなされるのか、これらの方向を探り、基地と地域との連関性、非連関性に関する展望を探ることであった。(1)国際環境の変化と基地の態様の変化の間の連関性を、相互の影響力の内容・形成・展開過程を検証した。(2)軍事基地の経済コストを国際経済の枠組みの中で検討した。(3)米軍基地が日米関係の上に存在していることから、基地をめぐる日米両政府の認識の変化、あるいはそれらの認識ギャップを検討した。(4)基地のあり方をめぐって日米両政府に対して沖縄住民の支持あるいは要求はどのようなメカニズムで政策レベルに達するのかを、沖縄側の動きとその効果を中心に検証した。(5)沖縄経済に対する基地の経済インパクトを分析し、基地の地域経済的位置づけを検討した。研究分担者は、以下のテーマで個別研究の成果を提出し、それらを取りまとめた報告書を本年度中に刊行する(原稿はすでに印刷所に回り、初校段階を終了している)。冷戦後のアジア太平洋地域(星野英一)削減計画と在沖米軍基町(我部政明)軍事費削減とアメリカ経済(大城郁寛)日米合同委員会の役割(安座間喜松)軍事基地と沖縄経済(大城肇)返還地跡利用の問題点と課題(仲地博)軍用地地主の意識(保坂廣志)これらの成果は報告書だけにとどまらず、1993年6月には、より一般向けの形で出版社より刊行する予定である。

The purpose of this study is to explore the future of the United States military base under the condition of cooling off. (1)The interrelationship between the transformation of the international environment and the change of the state of the base, the content, formation and development of the interaction, and the identification of the process.
