In this study, we build a parking policy simulation model, a model combination of parking performance model, disaggregate travel model and parking demand allocation model. The model is useful when city government makes a parking master plan.In 1992, based on Kashiwa city database, parking performance model, disaggregate travel model and parking demand allocation model are estimated and integrated. Especially parking duration time is incorporated into model structure.In 1993, we apply our parking policy simulation model to the parking policy analysis, such as the introduction of parking guidance and information system and parking fare structure change. Model analysis indicates both of them are quite effective to improve parking situation.

本研究构建了停车政策模拟模型、停车绩效模型、非总出行模型和停车需求分配模型相结合的模型。该模型在市政府制定停车总体规划时具有一定的实用价值。1992年，在柏川市数据库的基础上，对停车绩效模型、非集计出行模型和停车需求分配模型进行了估算和整合。特别是将停车持续时间纳入模型结构。1993年，我们将我们的停车政策模拟模型应用到停车政策分析中，如引入停车诱导和信息系统以及停车收费结构的变化。模型分析表明，两者对改善停车状况都是相当有效的。
