本研究は、保健体育審議会による「21世紀に向けたスポーツの振興方策について(答申)、1989年」の中で、とりわけ「生涯スポーツの充実」の項目で触れられている「関係部局の連携・協力」のあり方に問題の所在を求めた。そして具体的な研究目的は、「市町村教育委員会」「公共・民間スポーツ施設」「スポーツ団体」等の連携・協力のありかたについて、いわゆる機関・施設・団体間の「望ましいネットワークづくり」の示唆を求めることにある。例えば、生涯スポーツ振興の目標として、ある市町村では「若者が生涯スポーツをリードする地域づくり」を掲げたとき、戦略としてはスポーツ活動に係わる人材・情報・スポーツ施設・スポーツ団体等の活用や体力向上等があげられよう。戦術としては、とりわけ「ネッワークづくり」が重要である。「機関・団体・施設・情報・指導者等」を縦横に結び、必要とする情報がそれぞれに速やかに提供され、そしてその情報が地域スポーツクラブやスポーツ行事などの経営や運営に活用されるとしたら、生涯スポーツ振興の目標がより大きく達成されると考えられる。仮説は、「種々のネットワークが発達した市町村ほど目標の達成度が大きくなる」と設定する。仮説が実証されたならば、ネットワークづくりの示唆が具体的に得られるし、また社会的課題である「若者の地域社会定着化」や「地域活性化」に生涯スポーツ振興の側面から役割を果たすことができる。さて、ネットワークの形態は、スポーツ経営学の視点から、「施設、指導者、情報、スポーツ事業、生涯スポーツ推進組織」に着目し、明らかにした。そして形態とその機能については、人口規模9千人以上3万1千人未満の1161市町村を対象とした郵送による質問紙法の調査を行い、現在調査票を回収・分析中である。尚、ネットワーク有効性の指標としては、スポーツ行事数、地域スポーツクラブ数やクラブ会員数等とした。
