地域体育をめぐる市町村教育委員会(市教委)の機能としては、(A)体育事業を住民に直接営む方法と、(B)体育事業を住民に直接営む市教委以外の体育経営体や運動者団体に指導・助成等をおこなう方法の2つをあげることができる。この2つの機能のあることは、社会体育の普及・振興の方法にも当然影響してくることが予想できる。即ち前者(A)を中心にする方法、後者(B)を中心にする方法、そして(A)と(B)の両者を並列させていく方法があげられる。方法のちがいは言うまでもなく市教委の条件整備にも影響してくる。社会体育を推進していく条件は、例えば施設の設置や管理運営、指導者の養成や確保、そして指導体制の確立(社会体育担当部局の設置や専任の社会体育担当者など)等があげられる。これまでの研究としては個々の条件について検討されてきているものの、条件同士の関係とそれらの有効性については検討されていない。研究の究極的な目的は社会体育に関する経営・行政の目標に応じた諸条件(課題環境)のシステムを明らかにすることである。今回はこの目的のための第一ステップとして位置づけ、市教委は組織形態(社会体育担当部局の事務局での位置づけと社会体育担当職員の専任・兼任の差異から5つの組織形態を考えた。)を中心にスポーツ振興審議会,体育指導委員協議会,派遣社会教育主事,補助金等の事業推進要因と絡らんで体育経営体,運動者団体そして運動者に諸機能(サービス)をおこなうと考えた。充実した組織形態はそうでないものよりも事業推進要因の設置状況が高く、そして組織有効性も大きいであろうという仮説で分析をおこなう。組織有効性の指標としては、行事数、地域スポーツクラブのクラブ数やクラブ員数で考えた。資料収集の方法としては、全国の1万人以上3万人未満の市教委(1057市町村)を対象として、主に郵送による質問紙調査をおこなった。現在調査票を回収・分析中である。

The Center for Sports Promotion, the Sports Steering Committee, the Social Education Administration, and the Grants are the main causes for the promotion of sports organizations and sports organizations. The organizational structure of the company is very high, and the organizational characteristics are very high. The index of organizational effectiveness, the number of actions, the number of geographical categories, and the number of members are examined. The method of data collection is based on a questionnaire survey conducted by the Municipal Education Commission (1057 municipalities) with more than 10,000 people nationwide. Now the survey ticket is being reviewed and analyzed.
