本研究は、保健体育審議会による「21世紀に向けてスポーツの振興方策について(答申)、1989年」の中で、とりわけ「生涯スポーツの充実」の項目で触れられている「関係部局の連携・協力」のあり方に問題の所在を求めた。そして具体的な研究目的は、「市町村教育委員会、公共・民間スポーツ施設、スポーツ団体」等の連携・協力のありかたについて、いわゆる機関・施設・団体間の「望ましいネットワークづくり」の示唆を求めることにある。例えば、生涯スポーツ振興の目標として、ある市町村では「若者が生涯スポーツをリ-ドする地域づくり」を掲げたとき、戦略としてはスポーツ活動に係わる人材・情報・スポーツ施設・スポーツ団体等の活用や体力向上等があげられよう。戦術としては、とりわけ「ネットワークづくり」が重要である。「機関・団体・施設・情報・指導者等」を縦横に結び、必要とする情報がそれぞれに速やかに提供され、そしてその情報が地域スポーツクラブやスポーツ行事などの経営や運営に活用されるとしたら、生涯スポーツ振興の目標がより大きく達成されたと考える。本年度は、特定市(沖縄県宜野湾市,約7万5千人)の一般住民に対してアンケート調査を行い、23地区から併せて2千人強の回答を得た。質問項目としては、属性やスポーツ欲求をはじめ、スポーツを行う際に必要なサービスの程度について、とりわけ指導者やスポーツ行事、情報サービス、安全管理、スポーツ施設の運営を取りあげた。因子分析による統計手法によって、住民が要望するサービスの因子を明らかにする。次に、サービスの因子(目的変数とする因子得点)と説明変数(属性や運動者の類型など)の関係を明らかにすることによって、あるタイプの住民に必要なサービスのあり方が明確になり、住民からみたネットワーク形態の望ましい姿が浮かんでこよう。
