霞ケ浦湖岸に位置する茨城県土浦市は、江戸時代以来度々水害に悩まされてきた。土浦市に水害をもたらせた原因を考察すると、土浦市の中央を貫通して霞ケ浦に流入する桜川が氾濫して堤防を決壊させたことによって引き起こされた洪水と、霞ケ浦の水位の上昇による逆水とによる洪水との二つの原因によることが明かとなる。これを歴史的に検討すると、天明6年(1876)、文化9年(1812)、明治43年(1910)、昭和13年の洪水は前者に、また弘化3年の場合は後者によるものと目されているが、史料をさらに子細に検討すると、原因は複数の因子の相乗作用によることが明らかとなる。すなわち、長雨や利根川の増水によって圧迫された霞ケ浦の水位が上昇して長期にわたる溢水となった状況のときに、台風が襲来すると、その風の方向によって異常な高潮現象が発生し、霞ケ浦への出口を塞がれた桜川は急激に増水して氾濫を引き起こしている。この現象を「津波」と称して恐れていたことが、近世の土浦の町に住んだ人々の日記史料等から窺えるのである。この異常な水面上昇は、茨城県下に記録的な強風をもたらした明治35年(1902)9月28日の台風の際には六尺に達したと記録されている。「津波」を起こす強風は、台風の通過コースによるところが大であるが、水位の上昇と強風との相乗作用は今後も起きる可能性があるわけで、このような観点から歴史的災害にかかわる各種歴史資料の分析が必要となる。本研究は、古文書史料や日記など、土浦市とその周辺地域に残る近世以降の史料の中から気象と洪水に関する情報を抽出し、霞ケ浦の水位の上昇が洪水を引き起こす現象を検討した。また色川三中と弟美年によって記録された「家事誌」(文政9年〜安政6年、26冊が現存)には毎日の天候の変化や台風など異常な気象状況が克明に書き留められており、本研究ではこの記述をもとに当該期間の土浦の毎日の気象状況をデータベースに作成した。さらに三中の次弟御蔭の著述になる「逆水防議」には、霞ケ浦の逆水から町を守る方策が述べられており、本研究では、彼等が体験した天保4年や弘化3年の風水害の記事をはじめとして、その他地域に残る古文書史料に散見する関係記事を収集することができた。これら各種歴史資料に記録された関係記事を統合することによって、近世城下町土浦の洪水災害時の状況を明らかにするだけでなく、今後の防災に資するものである。
