本研究は、平安初期における政治とくに政策の変化を検討する中で、律令国家体制の転換を究明するという視角から、時代の転換点と考えられる9世紀中葉の政治社会構造について分析するとともに、その時期の基本史料である『続日本後紀』について研究を実施した。研究内容は大きく二つに大別でき、一つは、錯簡・讒入がはげしく本文の校訂さえ不十分な『続日本後紀』の史料学的研究であり、他の一つは『続日本後紀』が対象とする承和から嘉祥年間における政治社会の実像をとらえようとした研究である。前者に関しては、『続日本後紀』の写本を、国立国会図書館・国立公文書館(内閣文庫)・宮内庁書陵部・國學院大學附属図書館などで採訪し、とりわけ善本とされる國學院大學附属図書館所蔵の高柳光壽博士旧蔵本を国史大系本と校合できたことは学問的に有意義であった。同写本の本文は全面的に公開されていないので、近い将来活字化したいと考えている。また従来検討されることの少なかった国会図書館所蔵本の中に、書写年代を比較的早い時期に設定できる可能性のある真如本ともいうべき写本を確認できたのも大きな成果であった。後者に関しては、特に地域社会に中央政府の政策・意志がどのようにして浸透し、かつ矛盾を生み出すのかという視点のもとに、佐渡・出雲両国の事例について検討した。佐渡国に関しては、『続日本後紀』その他の史料をもとに、承和初年における国司権力の強化とそれに伴って惹起される地域社会の分裂を、現地調査を通して明らかにした。これは当該期の編年的研究の成果によるものであり、その内容は学界誌『日本歴史』に投稿中である。出雲国に関しては、緊張する新羅との外交関係の中で、地域社会に過度の防衛負担がかけられたこと、とりわけ東北地方から強制移住させられた「俘囚」への負担増大と「俘囚」反乱の経緯について検討した。
