In Japan the course of development of forest has been for a long time to cultivate man-made-forest by the forestland owner for timber market.But recently many forestland owners throw up the management or at least are not eager, because of unprofitability. On the other hand, the nation's feelings of value of forests have become various. And the forest has been attached importance as the environmental resources or culutural resources.Many citizen are taking part in the forest working and are amusing themselves with sweat. I investigated this situation and analized. Most of them are very consious of Environment Issue, and I judge this is a kind of citizen's Public-interest participation.

在日本，森林开发的过程长期以来都是由林地所有者为了木材市场而种植人造林。但最近许多林地所有者由于无利可图而放弃了管理，或者至少不热衷于管理。另一方面，国民对森林价值的感受也变得多种多样。而森林作为环境资源或文化资源一直受到人们的重视。许多市民参与到森林劳动中，挥汗如雨。我对这个情况进行了调查和分析。他们中的大多数人都非常关注环境问题，我认为这是一种公民的公益参与。
