発展途上国に関する研究は、従来、各国の問題やトピックに関して、個別に紹介や解説を行うのが常であった。また、往々にして、途上国の住宅問題は、各国の住宅制度の相違や類似性を無視して一括され、諸文献では不法占拠と自力住宅建築に大きく重点が置かれてきた。本研究は、発展途上国の置かれた立地環境や都市形成要因等との関係の中で、途上国の都市問題や開発計画の課題を明らかにする事を目的としている。具体的には、発展途上国の類型化を実施し、類型別の充当した開発計画の方向性を示唆するものである。研究の方法としては、途上国に関する限られた既存の統計データを補い、より生活に密着した情報を収集するため、JICA(国際協力事業団)の在外事務所を通して、海外青年協力隊員にアンケートを実施(配布数55カ国2418名、回収数53カ国814名)し、回答を得た53カ国について類型化を進めている。発展途上国の都市化は、これまで人口問題の見地から議論されてきたが、本研究では、都市施設の充足度や先端家電製品の普及度も指標とし、住民の生活環境の変化の度合いを都市化の度合いとみて考察を行っている。都市問題では、ホームレスやスラム問題について、現地での問題の深刻度を青年海外協力隊員の目から判断し回答を仰いだ。現状では、住宅問題やインフラの不整備よりもゴミ処理などの環境問題を深刻と捉えている者が相当数あり、先進国の文化の流入と受け皿としての途上国の開発の速度のギャップが、都市問題として露見していることが分かった。本研究は、青年海外協力隊員の目を通してデータを収集しているため、多分に主観的な内容を含んでいる。今後の課題として、これを客観的なデータで補完し、普遍性のある類型化を図る必要がある。
