项目摘要

横浜国立大学において、常盤台キャンパスと田町サテライトキャンパスを結んでサテライト講義システムを導入し、遠隔地からも倫理教育の講義を行える手法を開発した。この手法を用いて倫理講義を試行し、ビデオに集録することにより、内容の検討を行った。具体的には2カ所に分かれた学生集団に1名の教員がティーチングアシスタントの補助を受けながら講義とグループ討論の指導を行い、成功を収めた。また、日本における事例を収集し、既存の教科書の改訂(建設技術者の倫理と実践、増補改訂版)を昨年行ったが、この本を講義およびグループ討論の場で使用することにより、より教育機能の高い教材の活用方法を考案した。社会心理学における「信頼研究」を応用し、信頼関係が土木技術者の意思決定過程に及ぼす影響についての考察をもとにして、倫理教育が具体的な技術者の行為をどのように変えることができるかを昨年度に引き続きさらに検討した。社会構造に埋め込まれたネットワーク構成者(建設技術者)の行為や信条を分析した。特に「取り巻く周囲に対して払う配慮によって構成するネットワーク」および「相談ネットワーク」に着目した。分析の結果、建設技術者の行動は、所属する集団が建設技術者社会において占める位置特性に強い影響を受け、他に強く配慮する(立場が弱い)側の集団に所属する建設技術者は、取り巻く周囲の職業集団から強い拘束を受け、高い倫理性を持っていても発揮することができない可能性を持つことが明らかとなった。以上のことより、業務上の問題を抱えた際の建設技術者の行動選択においては、所属集団の技術者社会構造における位置特性が主要な説明要因となるという結論を得た。また、建設技術者が一般市民との意志疎通を求められる公共事業の意志決定のための合意形成委員会の実情に関する調査でも、建設事業者のネットワークが一般市民のネットワークとブリッジを有しないことがわかり、この点からも建設技術者の倫理的行動が、社会との関係性の面からの脆弱性を持つことが裏付けられた。
