项目摘要

建設事業における現場管理を取りあげて、情報伝達に注目して研究を進めた。意思決定過程を参与観察によって分析するために2010年8月から9月にかけて、建設現場に調査者が住み込みで、現場調査を行った。得られた質的データを(1)組織と技術者個人の関係性、(2)組織内における技術者個人の行為選択、(3)組織内の技術者個人間の関係性についての観点から「子どもエスノグラフィー入門」(柴山,2006)の手法を用いて分析した。事例は、「ずり処理ダンプの運行通路清掃作業」、「災害防止協議会」、「鉄筋業者の危険防止のための発破予告」、「甲社社員との会話」、「坑夫の存在」、「ジャンボの故障」、「Z社事務所における昼会議」の7つである。事例分析の結果、1)見せかけのコミットメント、組織側の超過利得の問題が起きている、2)現場には2つの異なる集団が存在し、両集団間の意思伝達が希薄であるため、効率の悪いネットワークが構築されている、3)両集団間の意思伝達を担う役割は、元請会社の監理技術者に強く依存しているため効率的な意思決定が行われていないことが解った。現場における行為選択、コミュニティの存在に着目すると、1人の技術者の裁量権があまりにも大きい場合、コミュニティ間の意思伝達は滞り、全体として適切な意思決定が行えないネットワーク構造になる可能性がある。1人の技術者に裁量が集まらぬよう、技術者間の役割分担を再検討し、情報の発信者、情報集約する技術者の数を増やし、効率的なネットワークを構築する必要がある。これはチリを始めとする自然災害の被災現場でのコミュニティ内の情報伝達にも共通する問題となっている。一方、建設の意思決定をする場面での議論を、公表されている合意形成会議の議事録を用いて分析した。異なる専門家間の意思伝達に関して、それぞれの分野での言葉で言い換えることにより、「内的説得力のある言葉」となることが分かった。
