General Research on Restructuring of Regional Industry in Aging Society

本项目的研究人员对老龄化社会与区域产业结构调整的相互关系进行了研究。研究的主要领域是岛根县，在一个国家领先老龄化社会约15年。然而，产业结构理论很少考虑劳动力的蜕变，因为它一直是大城市的象征，农村地区提供了大量的劳动力。本研究填补了这一空白。通过对人口和产业的统计分析，以及多家企业的访谈，研究表明老龄化社会对区域产业结构的影响很大。(1)在第一产业比重较大的地区，产业结构的高级化和第一产业工人的减少，使得就业机会缩短，青年劳动力流失，区域人口老龄化加速。(2)技术创新和信息社会与老龄劳动者的冲突。创新要考虑到老龄化社会。(3)需要新的产业结构政策，以保护农业和农业区的公用事业。

The Investigators of this project have made a research in the mutual relations of aging society and restructuring of regional industry. The main field of this research is Shimane Prefecture, being ahead of the aging Societies by some 15 years in a country.Hitherto, the theory of industrial structure has scarcely ever taken the metamorphoses in labor force into account, because it has been emblematic of large city, where abundant labor force is provided from the rural districts. The research filled up the blank.The research showed a great impact of aging society on regional industrial-structure, by means of statistical analysis of population and industry, and hearing from many corporations.The new knowledge of the research is as follows. (1)In the region where the primary industries occupy the large ratio relatively, the advancing of industrial structure with decrease of primary-industrial workers make the opportunity of employment shorten, young labor force drained and aging of the regional population accelerated. (2) The technological innovation and the information oriented society conflict with aged workers. It is necessary to take aging society into account for innovation. (3) The new industrial structure policy in order to preserve the public utility of agriculture and farming regions is needed.
