世界銀行をはじめとする種々の国際機関(IMF、UNICEF、UNDP、IIEP、OECD、etc.)による研究報告書やそれにもとづく教育援助政策は、各国のアカデミックな研究成果報告書や教育・文化交流・協力と質的に異なっている。1980年代以降、これらの国際機関の援助政策の変遷と今日の特色をさまざまな文献調査研究を通じて次のような視点から明らかにした。一つは、世界銀行の公刊した“Sub-Sahara Africa:from crisis to sustainable growth:a long term perspective study"(1989)に典型的にみられるように、それぞれの国や地域の政治・経済・文化等の固有の文脈を超えて普遍的に設定される戦略や政策が策定しうるという前提にたっていることである。しかしながら、このような普遍性-一般性はそれぞれの地域の実情を無視したものとしてローカルな教育政策家や研究者たちから激しい批判を受けるに至っている。また、公刊された研究報告書それ自体が資金援助の基準に容易に転化されるということは、自律したナショナルな教育政策の策定を困難にすることでもある。さらに、教育について言えば、「すべての者のための教育の世界会議」(1990)や「国際識字年」(1990)を契機として1990年代に入って種々の国際機関を含めたグローバルな新しい共通の教育戦略が提起されてきた。「基礎教育」「基本的人間ニーズと教育」、「最少限学習ニーズ」といった概念がこの新しい教育援助戦略にも影響を及ぼすこととなった。それらの概念の含意するものは、従来の制度的・学校型モデルへの援助からノンフォーマル教育を含めた社会政策型の援助であると言うことができる。また子どものみならず成人の識字教育・訓練までを含む教育に援助をシフトさせようとしている点でも特徴がある。しかしこれらの概念が、とりわけ「ニーズ」「人間的」「基本的」「最少限」といった用語が教育という文化的事象をどこまで普遍性を持って把握できるかといった問題は、第二次大戦後の国際的なアリーナでの概念の分析にさかのぼってレヴィューするとき、大きな課題として残される。
