研究成果の一端を報告したい。新潟県燕市において最も伝統ある産業部門である洋食器製造業をめぐる内外情勢の分析を踏まえ、(1)洋食器業の構造的特質(2)その形成過程(3)事業主の主体的条件とその意識的特性の解明を試みる。洋食器業は、度重なる「円高」、中国やNisei諸国の追い上げ、「バブル経済」崩壊後の不況に見舞われ、その産業的比重を低めながら国内需要依存へシフトしていることがあきらかとなった。それは、資本金、従業者数規模において典型的なピラミッド型構造をなし、広範で重層的な社会的分業体系に依存している。その出荷額を規定する要因は従業者数規模と創業時期であり、輸出比率は低下している。その形成過程は、伝統性の高さと人材供給の固定性(内部的再生産)に特質がある。洋食器業は農業的背景からは完全に離脱している。事業主の世代交代は確実に進行しており、日・月労働時間は長く、休日は、不況と労働時間短縮の促進の諸施策により増加している。今回の不況は部分的に薄く影響を与え、100人弱が解雇者されている。多くの事業主は中国の追い上げに強い関心を示しており、その営業意識では「廃業」が約2割、55社と少なからず見られ、「新分野進出」や「新製品開拓」の積極的経営姿勢も部分的に見られ、明暗を分けている。総じて、洋食器業は暗い展望を示しながら、(1)「内需」への一層の転換や(2)国際分業体系における新たな「棲み分け」、いわゆる「水平的国際分業」を迫られるなど「構造転換」に直面している。
