3地域は、ともに金属をその基本素材としつつ地場産業・伝統産業としてその地位を確立して来た。その共通点としては(1)農村地域を後背地とすることによる廉価な労働力の供給を可能としていたこと、(2)中小零細企業をその主体とした社会的分業体制に支えられていることが指摘しうる。しかし、その異質性としては(1)流通において燕市と鯖江市が輸出産業の性格が強いのに対し(燕:洋食器で約7割、鯖江:約5割の輸出比率)水沢市の鋳物は内需中心である点があげられる。さらに、その(3)生産的・技術的特徴としては燕市と鯖江市が機械化(鯖江:一貫生産、ロボット化)の可能性を追及しているのに対し水沢市の場合は手作りの工程を省きえないためむしろ工芸化の道を歩んでいる。また(4)経営的には鯖江市の場合ニコン、ホヤなどの新規参入の大企業や大商社の支配が強く、燕では数社のメ-カ-を除けば零細な個人業者を中心としている。水沢の場合は量産を目指す中規模以上の企業が鋳物製品への内需の減退から経営的には苦しいの対して小規模の高級品化を追及している事業所が安定化している。輸出産業の性格の強い燕と鯖江は、ドル・ショック、円高による打撃を受けたが、燕の場合は産地全体での分割的負担や行政的支援で凌いだのに対し鯖江は底辺部分への集中的皺寄せによって零細企業は脱落を強いられた。さらに、燕の場合新分野への転換によって洋食器中心の町から金属複合加工都市への脱皮に成功している。典型的な3K産業である燕、水沢は後継者難に悩んでいる。特に、燕の基幹的産業門である研磨業の場合、筆者のアンケ-ト調査ではその平均年令は50歳で60%が50〜60歳で占められている。また、研磨業者の約90%は後継者を見いだせない状況である。3地域がともに地場産業の技術的集積を継承し、中小零細企業特有の柔軟性、新規性を生かすには行政的援助とともに後継者問題の解決が急務と思われる。
