欧米先進事例と日本の都市園芸の推進に関する施策を分析、整理した結果、次のような計画制度が明らかになった。法規制:法律や条令で緑化や園芸活動を義務付けるもの。実効性は高いが、義務化によって事業者への負担が大きくなるので助成措置を組み合わせることが多い。行政指導:要項を設けるなどして、都市園芸の目標内容を示し、その実現に向けて行政期間が行う、指導、指示、勧告、勧奨、助言、警告、斡旋などがある。補助:都市園芸のように市場原理になじみにくい活動には、公共財、私的財としての草花にたいして、直接・間接を問わず公的資金を投入して事業の促進をはかることが有効である。融資:都市園芸の諸活動の中で、施策目標を実現するために当面重点的におこなう事業に対して、有利な資金を提供するものである。補助事業と異なり、行政の介入程度が低いので、都市園芸のような事業者や個人の自主性を生かすことが大切な場面では有効となる。利子補給:園芸事業の資金や経費にかかる借入金の利子の一部を補助するもので、補助や融資よりもさらに間接的な助成である。補助金に比べ初期の財政的負担が相対的に小さいので、助成対象の範囲を広げることができる。税の減免:都市園芸の事業にかかる諸税を減額あるいは免除するものである。まだ国民的なコンセンサスを得にくい制度であるが、事業の実施促進へのインセンティブになる。税制優遇:園芸活動をおこなう事業者にかかる諸税の弾力的な運用をはかり、たとえば初期償却分を大きく見ることができれば、事業上の節税対策になるので都市園芸の促進につながる。しかし事業規模が小さい個人の場合には、とりわけ長期に行うことで効果のあがる都市園芸では、割り増し償却は強力なインセンティブにはなりにくい。その他、規制緩和、褒章などが欧米では多い制度である。
