本研究では、第二次大戦後の急激な量的拡大(大衆化)を経て、ポスト大衆化段階へ移行した現代日本の高等教育にふさわしい大学の管理運営のあり方を構想するために、日本の大学の管理運営の構造的特性と問題点を、(1)先進諸国の高等教育に関する比較研究文献の批判的検討と、(2)カ-ネギ-教育振興財団が1992年に実施した「大学教授職国際調査」の統計的な再解析により、実証的に解明することを試みた。この研究によって得られた新たな知見の主なものは次のとおりである。第1に、大学の管理運営活動は大学教員の重要な仕事の1つだか、実際には世界のどの国でも、多くの大学教員は管理運営活動に参加するのは、教育と研究という本来の仕事をそこなう雑務だと考えている。所属大学の管理運営の現状に不満をもつ大学教員も少なくない。第2に、大学教員の目からみてとくに問題なのは、彼らと管理者の関係があまりうまくいっていないことである。国際的な観点からみると、ロシアやラテンアメリカ諸国、連合王国は、大学の管理運営の権限が中央集権化している国である。それと対照的に、日本はオランダとドイツに次いで、大学の管理運営が分権的であり、大学教員の意思決定がかなり尊重されている国だが、それでもなお日本は韓国やチリと並んで、大学教員の不満が目立つ国である。第3に、大学教員の管理運営に対する不満の背景のなかで最も重要なのは、どの国でも高等教育の拡大に伴い、大学が近代的な官僚制をベースにした管理運営の「産業モデル」を導入するようになったことである。しかしこれからの大学の管理運営を考える際には、一方の管理運営の効率化をはかることも必要だが、それと同時に、大学の構成員間の円滑なコミュニケーションや伝統的な同僚制の雰囲気も確保できる管理運営が強く求められている。

This study aims to explore the characteristics of the management structure of Japanese universities, and (1) A critical discussion of comparative research literature on higher education in advanced countries.(2) Re-analysis of the statistics of the International Survey of University Professorships, conducted by the Education Promotion Fund in 1992, and analysis of the results of the survey. The current situation of the management and operation of the affiliated university is not obvious. The second is the relationship between university teachers and managers. The international community has been focusing on the management of universities in the United Kingdom and other countries. The university management and operation are divided into two parts. Third, the management of university teachers is the most important background for the development of higher education in China, and the modern bureaucracy of universities is the most important background for the management of university teachers. When considering the management and operation of the university, it is necessary to improve the efficiency of one party's management and operation. At the same time, the smooth and harmonious relationship between the members of the university and the traditional peer-to-peer system ensure that the management and operation are in greater demand.
