先ず、当該期の原試料であるGHQ/SCAP文書中、主に民政局、経済科学局、POLAD関係のマイクロ・フィッシュを、次いで日米間の交渉経過を示す「往復文書」・「日本占領・外交関係資料」、さらに国会図書館で、芳賀四郎文書・西沢哲四郎文書から関係資料を収集した。また、関係者からのインタビューを若干行った。ところで、片山・芦田の中道連立内閣期は、占領政策が「民主化」から「経済復興」に徐々にその重点を移していく転換期に当たっていた。このことは、占領政治の一方のアクターであるGHQ内部の政治力学が変容し、民主化の推進者であった民政局の政治的影響力の衰退をもたらした。とはいえ「民主化」に関しては、その完成期に当たり、特に片山内閣期において、民政局の介入の度合いは高まったと言える。本研究では、GHQ民政局が意図する改革と日本側(与野党、官僚)が意図した改革-もちろん連立与党内部でも改革に対する温度差はあったが-とを、いくつかの事例(民法改正、刑法改正、行政機構改革など)の中で比較考量し、その内実を検討した。他方、「経済復興」問題は、GHQ内においては民政局と経済科学局、政権内では社会党と民主党、省庁レベルでは経済安定本部と大蔵省、それぞれの対立を深め、やがて日本間のクロス・ナショナルな連合を生み出した。それを「22年度補正予算」「23年度予算」問題を通じて明らかにし、それが労資協調団体である「経済復興会議」の分裂およびワシントン政府の介入と相まって、中道連立政権を破壊させていく過程を明らかにした。こうした分析の上に、中道連立内閣期を、占領政治さらには戦後政治の中でどう位置づけていくかが今後の課題である。なお、研究の一端は、「戦後改革と社会主義勢力」(中村政則他編『占領と改革』1995年)、「片山哲」(渡邊昭夫編『戦後日本の宰相たち』中央公論社、1995年)において発表した。

In the GHQ/SCAP document, the relationship between the Civil Affairs Bureau, the Economic Science Bureau, and POLAD is displayed in the "Reciprocal Document","Japanese Occupation·Foreign Relations Data", and the relationship data between the National Assembly Library, Shiro Shiga, and Tetsushiro Nishizawa are collected. In this study, we compare and discuss the reform of GHQ Civil Affairs Bureau and the reform of Japanese side (with non-government party and bureaucrat). In other words, the issue of "economic recovery" has been raised in the GHQ, including the Civil Affairs Bureau, the Economic Science Bureau, the Political Science Bureau, the Socialist Party, the Democratic Party, the Provincial Government, the Economic Stability Headquarters, the Ministry of Finance, the Ministry of Foreign Affairs, and the Ministry of Foreign Affairs. The issue of "22-year correction estimate" and "23-year estimate" has been discussed in detail. The division of the "Economic Recovery Conference" has been discussed in detail.
