現在国内の地方都市で進められているコンパクトシティ政策を実現するためには、集約拠点となる公共交通の結節点を中心とする区域を、車中心の設計思想で整備された都市空間から、住民自らが移り住みたい、住み続けたい、と感じる魅力的な生活空間へと、更新していく取り組みが不可欠である。このため実務レベルにおいて、歩行者関連施策の体系的な立案プロセスの有用性、必要性が実証的に示されることにより、歩行者中心の街路空間の実現に向けた取り組みが普及していくことが求められている。そこで本研究は、コンパクトシティ政策を先導的に推進してきた富山市の集約拠点周辺エリアにおいて、歩行者関連施策が実施される前後の機会を捉え、研究レベルで提案された体系的な施策立案プロセスを事業前（研究初年度）および事業後（翌年度）に適用することにより、当該立案プロセスの実務レベルでの有用性を実証しようとするものである。初年度は、10月に交付を受けたことから、秋の休日晴天の午後に、富山駅周辺を対象とする歩行者実態調査を実施し、結果をGIS上にプロットし、街路区間単位での分析に必要なデータとして整備するところまでを実施した。また、先進事例調査として、富山市と同じくOECDコンパクトシティに選定されており市中心部を対象に歩行者実態調査を経年的に実施しているMelbourneの市役所担当者を訪問し、歩行者関連施策に関する実態調査の内容、分析方法、具体的なWalking PlanやStreet Managementに関する施策の立案プロセスや実施体制等の状況についてヒアリングを行った。本研究は、当初計画では次年度まで継続する研究課題であったが、これを発展させる形での若手研究の採択を受けたことから、半年間の研究成果は若手研究に引き継いで研究を展開していく。

At present, the local cities in China are developing and the policies are being implemented. The design ideas of the public transportation nodes and the center of the city and the center of the city are being prepared. The residents are moving from one place to another. The charm of the living space is being renewed. The utility and necessity of the system of pedestrian related policies are demonstrated in the direction of popularization of the implementation of pedestrian center street space. This study aims to explore opportunities for the implementation of policy initiatives before and after the implementation of intensive policy initiatives in Toyama City (the first year of the study) and after the implementation of policy initiatives (the second year). When the case is filed, the usefulness of the case is demonstrated. In the beginning of the year, in October, when the weather was fine, in the afternoon, in Toyama, when the weather was fine, the pedestrian survey was carried out, and the results were analyzed in GIS. In addition, advanced case study, TOKYO CITY and OECD selected and implemented the annual pedestrian survey in the city center, and Melbourne's marketing office personnel visited and implemented the contents of the survey, analysis methods, and specific policies related to Walking Plan Street Management. This research is planned for the next year, and the results of this research are expected to be developed in the next half year.
