本研究の目的は、アメリカ領サモアと海外地域（欧米諸国、ニュージーランド、他の太平洋諸島地域や日本など）との連関を捉えつつ、政治の「近代化」の進む1920年代のアメリカ領サモアにおいて、現地住民（運動の支配者・ネイティヴ・混血の人々・外国人永住者など）が、「近代的」な政治にいかなる不満や改善点を見出し、元々アメリカ領サモアに存在した現地社会の統治方針を「近代的」な政治体制にいかに統合させていったのかを明らかにすることである。具体的には、アメリカ領サモアで断続的に行われた反統治運動である、アメリカン・マウの検討を行った。2022年度は、主に、アメリカによるアメリカ領サモアへの統治政策や統治組織の構造を把握する作業を行った。アメリカ領サモアでは、税制を整えることや共同組合、銀行、公立学校の設置、基本的人権の保障を盛り込んだ法律の制定、アメリカのシティズンシップをサモア人に付与すること、サモアの裁判所からアメリカの裁判所への上告を可能にすることなどの実現を海軍が目指していた。その一方で、ハワイやフィリピン、グアムなどの獲得により、アメリカ領サモアの価値は薄れてきていると判断していたアメリカ議会では、アメリカ領サモアに関する法案が通過しない状況にあった。本作業の結果、アメリカ領サモアにいる海軍とアメリカ議会の間で統治方針に矛盾が生じ始めていたことを理解するに至った。また、今年度の成果として、アメリカによるサモア獲得との直接的な因果関係は示せないものの、影響を与えたの考えられているサモア・ウポル島で活動をしたアメリカ人スタインバーガーについて、その活動内容を研究ノート「スタインバーガー――1870年代におけるアメリカの太平洋進出を視座に」にまとめ、『Promis年次報告書』に投稿をした。
