初年度は、気候変動に対する人権アプローチの質・量の変化態様の分析を行った。自由権規約委員会をはじめとした人権条約機関、世界銀行やWHOを含めた国際組織、人権理事会や新設の気候変動に関する特別報告者を含め国連関連諸機関作成の報告書等文書の分析を行い、先住民族の権利、気候難民・移民、ジェンダー、年齢、障害者等に着目した社会的包括性の議論、水・食糧・住居に対する権利、海面上昇に伴う遺産の消失等の文化的権利に対する影響といった人権の種類の多様化を一覧化し、気候変動の人権への影響の言及量増加を明らかにした。これにより、気候変動の人権課題の指摘・共有の増加と、オブザーバー資格を有するNGOから構成され、情報取得・会合参加等の優遇が認められる非政府組織グループ数の増加等の各条約体における公衆参加態様の変化との相関関係を明らかにした。成果の一部は、成蹊大学未来法学研究所研究会において発表した。また、 公衆参加の必要性認識共有過程の解明に関して、法形成要因として条約体制間相互作用の理論分析を深化させ、国内外の討議・説得場面、主体、そして内容と同時に結果に影響を与える要素を浮き彫りにする本相互作用の存在を国際法形成理論が把握する必要性を解明した。理論分析深化の結果は、日本障害法学会誌に投稿した（査読審査中）。さらに、条約体に関わる各アクターによる公衆参加態様の改変・維持に関する提案内容を当該アクターの性質と併せて整除する分析を行い、アジア地域と欧米地域における地域的国際組織・NGOにおける気候変動に関する人権課題への言及の有無・程度の相違の要因に関して、地域的人権条約や締約国に対して環境政策の意思決定における利害関係者の参加を求めるオーフス条約等に相当する条約のアジア地域における欠如の一因を明らかにした。以上の令和4年度の成果は、令和6年出版予定の図書（研究成果公開促進費採択）に組み込んだ。
