本年度はEUにおける価値に着目し、大きく2つの作業を実施した。第1に、EUとりわけ欧州委員会による価値構築過程の分析である。現在、EU条約では6つの価値が示されている（人の尊厳、自由、民主主義、平等、法の支配、マイノリティに属する人々の権利を含む人権の尊重）。本研究では、欧州委員会による年次報告書において、上記6つの価値がどのように使用されてきたのかに関する長期的傾向を分析した。分析を通じて2つの点が確認された。1つ目は、6つの価値が結びつけられる形で次第にパッケージ化され、それら価値の重要性が高まり続けている点である。ただし、6つの価値は常に同程度の関心を集めているわけではなく、EUの焦点は域内外の環境に併せて動いていた。2つ目は、普遍的な価値における解釈の広がりである。EU条約第2条に示されている価値はEU固有のものではない。だが、各価値を実現するための手段やそれぞれの価値が内包する要素はEUを取り巻く環境に左右されていた。価値の観点において、EUは単に統合か逆統合かという直線上に置かれているのではなく、多様な解釈を通じて構築されている。第2に、EUにおける「揺らぎ」とアジェンダとしての価値構築をめぐる問題に関する分析である。2010年代にユーロ危機や難民危機を経験したEUは「揺らぎ」の中にあるとされたものの、誇張された側面も否定できない。先行研究ではポピュリストといった挑戦者の言説に焦点を当てて分析した一方、本研究は既存体制側、特に欧州委員会の言説に着目し、「揺らぎ」の原因を明らかにすることを目的とした。具体的には、2010年代に提示された「欧州の生活様式」アジェンダに関する動向について分析した。分析の結果、欧州委員会が自ら「われわれ」と「彼ら」の論理を構築したこと、および極右勢力にも応用可能な形式となり、結果として自身の「揺らぎ」を生じさせたことが明らかとなった。
