本研究の目的は、統合と分断を同時代的に経験している「政体」としてのEUがEU市民にとって何を意味するのかについて、「政体」研究の中核に位置するナショナリズム論を応用し、明らかにすることにあった。本年度は、2つの作業を執り行った。第1に、EUにおける「首都」構築をめぐる研究である。一般的に、主権国家の成立や発展には必ず首都が登場する。本研究では、首都の役割を機能的側面と心理的側面から捉え、それをEUの「首都」と形容されるブリュッセルに応用することで分析を進めた。分析を通じて、21世紀に入るとともにEUでは心理的機能を重視した「首都」構築が進められたことが明らかになった。その一方で、EUはその設立当初から共存意識の不十分さという問題を抱えていることも示された。特に、2000年に掲げられた「多様性の中の統合」を進める過程で、多様性を構成する要素同士の摩擦がこの20年間で確認されるようになった。ブリュッセルでの施設整備のイニシアティブから運営に至るまでの変容はそのズレを表していたのであった。第2に、EUにおける変化と現状維持の政治力学に関する研究である。長期にわたる統合の中で、EUは異なる顔を私たちに見せ続けてきた。とりわけ、21世紀のEUでは、①危機の常態化、②2つの非指導者層（合理的なEU市民・「真の人民」）の台頭という現象が生じたことからレンズの調整が求められていた。そこで、これらの検討を通じて、「政体」としてのEUにおいて統合に対する動機が交錯している様相の解明を進めた。研究結果として、統合と逆統合の中で揺らぎ続ける変動の激しいEUというよりは、非指導者層らによって加えられる変化の圧力の下でも、現状維持の力学が強く働いているEUの姿が確認された。本研究により、EUの強靭性は経済的危機等からの回復だけでなく、非指導者層の要求に対する現状維持の政治力学が働いている状態をも意味することが明らかにされた。

The purpose of this study is to integrate and divide the contemporary "regime" and "EU citizen" and to study the central position of the "regime". This year, 2 operations were carried out. The first is the construction of the "capital" of the EU. The establishment and development of a country in general must be carried out in the capital. This study is based on the analysis of the psychological and functional aspects of the EU's capital. Analysis of the 21st century into the EU psychological function of the importance of "capital" construction In the beginning, the EU established the concept of coexistence and the problem of coexistence. In particular, in 2000, the process of "integration of diversity" and the friction between elements of diversity were confirmed. The design and maintenance of the equipment are carried out in a timely manner. Second, the EU and the status quo to maintain the political mechanics related research. For a long time, the EU has been trying to integrate the two countries. In the 21st century, EU is reversed,(1) crisis is normalized,(2) non-director layer (reasonable EU citizens,"true people") is caused by the phenomenon of Taiwan head and middle, and (3) adjustment is sought. The two sides discussed ways to improve the political system and the EU's integration. The results of this study are as follows: (1) the dynamics of integration and inverse integration are not stable,(2) the dynamics of status quo maintenance are not stable,(3) the dynamics of EU are stable,(4) the dynamics of EU are stable,(5) the dynamics of integration and inverse integration are stable, and (6) the dynamics of EU are stable. This study focuses on the resilience of EU to the crisis, and on the implications of non-director-level political dynamics for maintaining the status quo.
